Online Copyright Clearance System – blocking of access to structurally copyright-infringing websites

The Online Copyright Clearance System (CUII), https://cuii.info/, is an independent body that was founded by Internet access providers and rights holders in order to have it examined according to objective criteria as to whether the blocking of access to a structurally copyright-infringing website is lawful. The prerequisite for blocking websites that are systematically infringing copyright is that the CUII recommends this and that the German Federal Network Agency (BNetzA) has no objections according to the Net Neutrality Regulation (Regulation (EU) 2015/2120). Thus, a DNS block can only be implemented if it is lawful and meets net neutrality requirements.
